Rigorous Lobbying and Ongoing Communication

CAPIC lobbies all levels of government on immigration, citizenship, and refugee issues. The results of such efforts, as well as regular dialogue, may impact CAPIC members. Individual meetings are often arranged on an ad-hoc basis, and CAPIC continues to be pro-active in this regard. Consistently representing the best interests of RCICs is our core mandate, which we endeavour to fulfill through rigorous lobbying and positive, ongoing communication with stakeholders.

CAPIC is a founding member of the bi-annual IRCCIP stakeholder meetings in Ottawa, at which policy and consumer issues, operations, forecasts, future plans, practitioner input, and other immigration matters are discussed with IRCC, the CBSA, ESDC, and other related agencies.

Held in Montreal on a bi-annual basis, this meeting convenes more than six industry stakeholders, including IRCC, the CBSA, MIDI, CCR, TCRI, and others. It discusses the operations and future plans of the Eastern Region, French immigrant communities in Quebec, and Francophone communities outside Quebec.

CAPIC convenes with senior management officials from ESDC on a bi-annual basis to discuss issues related to LMIAs and related matters. Other meetings take place during the year, in which matters of concern to members are shared and solutions are proposed.

CAPIC members attend an array of meetings with Members of Parliament, and have presented CAPIC's "Regulation Under Statute" consultation document over the last few years to lobby for stronger self-regulation.

CAPIC’s four chapters regularly meet with their Provincial Nominee Program (PNP) Committee counterparts, including the Québec Ministère de l'Immigration, Divérsité et Inclusion (MIDI), where they discuss issues relevant to each province. In the past, CAPIC’s PNP lobbying initiatives in such meetings have contributed to significant provincial policy and legislation changes.

CAPIC's chapter representatives have been actively involved in ongoing bi-annual regional CBSA meetings in British Colombia, the Northwest Territories, Ontario, the Prairies, and Quebec. A range of topics are discussed, including enforcement, reporting, and detention review procedures and processes.

The BC, Ontario, Prairie, and Quebec Chapters all meet with their respective CBSA Regions to discuss issues pertinent to the region.

Several IRB meetings occur throughout the year in Toronto and Montréal, including regular RAD, ID, IAD, and RPD stakeholder meetings in Quebec. Like the IRCCIP, the IRB Consultative Committee convenes senior representatives from many immigration stakeholders to provide policy updates on all its divisions.

CAPIC meets with OECD representatives to discuss the management of migration to Canada, the attraction and selection of skilled immigrants, permanent and temporary migration, provincial migration, and Express Entry.
